Sheikh Ibn Uthaymeen
Let's suppose that a person is in a desert area, his clothes have become impure, and he does not have water to wash it off. So, should he perform Tayammum in order to pray in these clothes? No. He shouldn't perform Tayammum, Similarly, if an impurity afflicts touches his body, (for instance) his foot, hand, leg or arm - while he is in a desert area and does not have water to wash it off, and he wants to pray - should he perform Tayammum? He shouldn't perform Tayammum. That's because Tayammum is to purify from the state of Hadath (ritual impurity) only. As for Najaasah (physical impurity), Do not perform Tayammum for it. That's because Najaasah is in essence an impure substance. it is purified by its (physical) removal. If he is able to, then (he should remove it). If he is not able then the (impurity) remains until it can be removed. And Allah knows best.
