Sheikh Ibn Uthaymeen
And Taharah must be performed with water (in order to wipe over the socks). So, if he wears them upon the Taharah of Tayammum, he does not wipe over them. For example, a man who is traveling and does not have water, so he performs Tayammum and wears the Khuffs (socks) upon the Taharah of his Tayammum. Then after that, he found water and wanted to perform Wuduʾ (ablution). In this case, he must take off his Khuffs (socks) and wash his feet when performing Wuduʾ. And it is not permissible to wipe over them in this case, this is because he did not wear them upon Taharah in which he washed his feet. As Tayammum is only related to two parts of the body, which are the face and the palms.
