What is The Most Correct View of the Ruling on Congregational Salah?

The most correct opinion from the sayings of the people of Ilm (Islamic knowledge) is that Salah (prayer) in congregation is an individual obligation.
And it is obligatory for a person to pray with the congregation in the Masjid, because of the Hadeeths regarding it, and because Allah Almighty indicated it in his Book, where He said:
( ...وإِذَا كُنتَ فِيهِمْفَأَقَمْتَ لَهُمُ الصَّلَاةَ فَلْتَقُمْ طَائِفَةٌ مِّنْهُم مَّعَكَ)
“When you (O Messenger Muhammad) are among them, and lead them in As-Salât (the prayer), let one party of them stand up [in Salât (prayer)] with you...” [An-Nisa:4] to the end of the Ayah.
So, Allah made the congregation prayer obligatory even in the state of fear.
If He obligated it in the state of fear, then (its obligation) in safety is more appropriate and certain.
