There is no problem in swearing by the ayaat of the Quran, because it is from The Attributes of Allah. That’s because the Quranic ayaat are from The Words of Allah. And His words are an Attribute from His Attributes, And it is allowed to swear by an Attribute from the Attributes of Allah the Most High. As for the universal ayaat, like the sun, the moon, the stars, the heavens, and the earth, it is not allowed to swear by them. That’s because they are created. Yes. And the Quranic ayaat are not created. And the Prophet ﷺ says: “Whoever enters a house and says ‘I seek refuge by the Perfect Words of Allah from the evil that has been created..” So, making istaa’dah (seeking refuge) by the Words of Allah is permissible, so too is swearing by them. The Words of Allah are His Speech, Exalted is He. Yes.
