Sheikh Ibn Baz
The obligation upon the youth and other than them, upon the youth, the elderly, all of them; The obligation upon everyone is to forbid the evil. The youth are not singled out in this. So, it's upon the men, women, old, young, and upon all of them.
The obligation is greater according to their Taqwa of Allah and Gheerah for Allah. The obligation becomes greater upon the one who knows the religion of Allah and knows what Allah has made obligatory upon him.
If he finds music, he switches off the television, the radio/speaker or the video; he switches them off, if he is able to. He advises them if he is not able to. He advises his family, father, and siblings, and encourages them to have taqwa of Allah. If they comply (to that), otherwise he leaves. He does not attend the munkar along with them.
This is the obligation upon him.
