Ruling on Fighting a Land That Has Left the Adhan

The scholars said that if the people of a village leave off the Adhan (the call to prayer) - the Adhan which is not one of the pillars of Islam - if the people of a village leave off the Adhan, the ruler must fight them until they perform it because they have left off one of the major rituals of Islam. If they leave the Eid prayer, saying, "We do not pray the Eid prayer, neither in our homes nor in the desert", then we must fight them. Even if it is assumed that some people questioned, “Is the Adhan one of the pillars of Islam?” We would say: no, but it is one of the major rituals of Islam. So, we will fight you until you perform the Adhan.
