Is it permissible for the terminally ill to give all their wealth to charity?

It is not permissible for a person with a terminal illness to give more than one-third of his wealth in charity.
That’s because the right of others is attached to his wealth, the inheritors.
As for the one who is healthy and doesn't have an illness or has a light non-life-threatening sickness, he may give in charity whatever he wants, one-third, half, two-third or all of his wealth. There is no blame on him.
However, he should not give in charity all of his wealth, unless he has something that he knows will suffice him from asking people.
