May Allah grant you all that which is good, what is the (Islamic) ruling on some people’s saying “the people are the source of legislation (lawmaking)?”

This is Kufr (disbelief) and deviance. The source of legislation is the Book of Allah (the Quran) and the Sunnah of the Messenger ﷺ, and the people are not its source. This is the doctrine of secularism and liberalism and not the way of Islam.
Our source is the Book of Allah (the Quran) and the Sunnah of his Messenger ﷺ.
