Sheikh Saleh Al-Fawzan
There is no problem in talking to a woman, who is not of one’s kinship, within the limits of necessity and without softness in speech. “Then do not be soft in speech [to men], lest he in whose heart is disease should covet, but speak with appropriate speech” (Al-Ahzab: 32). So, there is no harm in talking to women because of a need. However, talking to non-mahram women needlessly (women who aren’t of one’s kinship) or in a tempting manner then that’s Haram (forbidden) and not permitted. Yes.
