What is the Ruling on Calling to make Jihad without the Permission of the Ruler

Question

There are some of the people who make Dawah (call to Allah) that urge people to make Jihad (in warfare) without the ruler’s permission, so is it obligatory to have the permission of the ruler?

This is wrong, the permission of the ruler is a must! – the ruler of Muslims – (This is) because it's one of his authorities. Also, the permission of the parents is a must. The Prophet ﷺ said to the person who wanted to make Jihad "are your parents alive? he said yes, he said then make Jihad (exert yourself) in their service." So, there must be the permission of the ruler and the parents, this is in regards to voluntary Jihad
