No, congratulations on Friday with Jumu'ah Mubarakah, no. This is permissible on Eid; the blessed Eid: Eid Al-Adha and Eid Al-Fitr. Eid Mubarak, may Allah make it a blessed Eid, may Allah bring us back to it well and blessed; those are said on Eid; Eid Al-Fitr and Eid Al-Adha. But not on Friday.
