What is the ruling on those who insult or accuse Muslim rulers and Ulema?

Question
May Allah grant you all that which is good, your eminence. This is a questioner saying: I request a clarification and warning to those who insult or accuse Muslim rulers and Ulema (Muslim scholars) of Kufr (disbelief) nowadays and say that refraining from making the truth evident is one of the nullifiers of Islam.

This stems from the creed of the Kharijite. I previously told you that the Kharijites have followers nowadays. It has been embraced by many of the youth—may Allah guide them.
They have to repent to Allah, may He be glorified, and to hold their tongues from talking about others because this is Ghibah (backbiting).
And committing Ghibah (backbiting) against Ulema (Muslim scholars) and rulers is even worse, because it is then Ghibah, rebellion against rulers, renouncement of allegiance, and causes division. So, they have to repent to Allah—may He be glorified.
