What is the ruling on adding Tawheed Al-Hakimiyyah as a fourth category to Tawheed?

We say: He is misguided and ignorant, because the Tawheed of Hakimiyyah (ruling) is the Tawheed of Allah Almighty. Al-Hakim (the Ruler) is Allah Almighty. So, if I say Tawheed is of three types, as the scholars said, Tawheed Al-Hakimmiyah is included in the Tawheed of Lordship. (That’s) because the Tawheed of Lordship is the Tawheed of ruling, creation, dispersing (of all affairs) by Allah Almighty. This is an innovated and reprehensible saying. And how is this Tawheed of Hakimiyyah? It’s not possible! Does it mean that there would only be one ruler for the entire world or what? This is an innovated, bid’ah, and deplorable saying. It should be denounced when someone says it. It should be said to him: If you mean ruling, then ruling is for Allah alone, and it is included in the Tawheed of Lordship. That’s because the Lord is the Creator, Owner, and Sustainer of all things. So, this is a Bid’ah (innovation within religion) and misguidance.
