What is the Ruling on Praying Fajr After Sunrise?

This is a message that we received from a listener of the program, Abu-Abdullah, he is asking: A man who only prays Al-Fajr prayer after sunrise, and he does that continuously. And he prays the rest of the prayers in the mosque, so what is the (Islamic) ruling may Allah reward you.

Praise be to Allah and peace and blessings be upon our prophet (Muhammed), the last prophet, his family, his companions, and whosoever follows them righteously until the day of judgement.
Prayer is of great importance and gravity. It is also the pillar of Islam; there is no Islam for someone who does not pray.
This person, you’re asking about, who always does not pray Al-Fajr until after sunrise
However, he prays the rest of the prayers in congregation… We ask Allah to guide him to the right path and complete His favor upon him so that he prays Al-Fajr prayer in congregation, and his prayers become complete.
Since he does not pray until after sunrise continuously, it indicates his carelessness and negligence towards it.
We say to him: If this is always how you pray, then there is no prayer for you.
Meaning, that your prayer is not accepted because it is not prayed on time, and you don’t have an excuse for that.
It is reported that the Prophet, peace be upon him said, “He who does something contrary to our way (i.e., Islam) will have it rejected”.
There is no doubt that prayer outside its set time without any excuse accepted in Islamic rulings, there is no doubt that it is contrary to the way of Allah and His Prophet, and so it will be rejected.
This man might say: I am asleep, and whoever is asleep is not held accountable for his actions.
And it is reported that the Prophet, peace be upon him said, "Whosoever forgets a prayer or sleeps and misses it, then he is to pray it when he remembers it."
We say to him: One is excused when he oversleeps unexpectedly not always.
However, sleeping every day and praying Al-Fajr prayer outside of its set time is not an excuse.
Our brother must fear Allah, the Mighty and Sublime, and complete what Allah bestowed as a favor upon him which is Islam by performing Al-Fajr prayer in congregation.
We ask help from Allah for us and him.
