If evil is publicized, like if immorality, shamelessness, impudence, unveiling of women, or obscene free-mixing between men and women appears, then it is obligatory to denounce evil. However, (it should be done) according to the means that our Prophet ﷺ showed us: "Whoever amongst you sees an evil, he must change it with his hand;..." "...if he is unable to do so, then with his tongue; and if he is unable to do so, then with his heart; and that is the weakest form of Iman." Meaning, whosoever sees evil and doesn’t change it with either his hands, tongue, or heart, then this person has no Iman (faith). And it is mentioned in a Hadith: "Beyond that there is not so much Iman as a grain of a mustard seed.” The matter is grave, the duty is great, and the responsibility is huge. The first ones who bear the responsibility of denouncing evil are those who are in authority, and the people of knowledge bear the responsibility of clarifying (this evil) to the people. It is upon those who have authority and influence to change this. So, if the scholars do not clarify (the evil) to the people, or they have but the people do not respond to them, then many types of afflictions are feared for this Ummah to befall it. This Ummah will continue to be upon goodness as long as the rulers and the scholars cooperate and coordinate, And as long as all people truly care about pleasing Allah and showing objection toward evil deeds.
