Sheikh Ibn Uthaymeen
As for the feet, they are washed and wiped over. Its for this reason, the recitation of the saying of Allah: “wa-Arjulakum “ (meaning of which: And your feet) has come in the noble Qur’an in two ways, in one recitation: “Wa-Arjulikum” and in another: “Wa-Arjulakum”. As for the recitation, “Wa-Arjulikum” it is a conjunction upon the saying of Allah (meaning of which): "Wipe your heads and feet", meaning: And wipe your feet. As for (the recitation in) the state of Nasb (having fathah) “Wa-Arjulakum” it is a conjunction upon the saying of Allah (meaning of which): "Wash your faces", meaning: And wash your feet. But, when should the feet be wiped? The feet should be wiped when one wears socks or khuff (similar footwear). Al-Jawarib (socks) are those made of cotton, wool, or it's like. Al-Khuff are those made of leather or from that which is similar to it. He wipes on them, however, with four conditions.
