Also, one of their ways is to keep a watchful eye on the mistakes of rulers (people of authority). Rulers in general are layman Muslims (not scholars), so they do commit mistakes, whether in understanding, law enforcement, or their politics. There might be things that are hidden from the public, but by which the rulers ward off the greater of two evils. They have to bite the bullet, as the saying goes. Sometimes, they do somethings because it is the lesser of two evils, and because it will save the ummah from a widespread calamity. A ruler might also be deprived of free will sometime or somewhere, so he would really have no choice. So they take advantage of such mistakes; they use them as a pretext to rebel against rulers and a justification to accuse them of disbelief. They also use these mistakes as an excuse to desecrate that which is sanctified, provoke the riffraff and rabble, and incite the general public to sedition and evil.
