Sheikh Ibn Al-Uthaymeen
If a person is determined to do a good action but does not, Allah records it as a complete good deed. An example of that would be: a man who intends to perform ablution in order to read the Quran, then he does not (read Quran); the full good deed is written for him. (A person) is determined to give charity and specifies the amount in which he intends to give in charity, then he refrains and doesn't give charity, the full good deed is written for that. (A person) is determined to pray two Rak’ahs (prayer units) then refrains and doesn't pray, the full good deed is written for him. If someone were to say: how is a good deed written for him yet he did not perform it? The answer to that is: the bounty of Allah is expansive. This determination that occurred from him is considered a good deed because the heart has resolve, either good or evil. Thus, if he intends good then a good deed is written for him. And if he does it, Allah records it as 10 good deeds, up to 700 folds, up to many folds. And this variation is based on something. It's based on Ikhlas (sincerity) and Mutaba’a (following the sunnah). Hence, the more a person is sincere to Allah in worship, the more his reward will be. And the more a person follows the Messenger of Allah (peace be upon him) in worship, the more complete is his worship and the more his reward is. Thus, the varying is according to sincerity and conformity. Sincerity to Allah and conformity to the Messenger of Allah (peace be upon him).
