Both, he is predestined as he can’t repel Allah’s actions, such as sickness, poverty, or wealth; he’s helpless in regards to that. Death! He dies, so does he like death? He doesn’t. However, this is what Allah decreed, and he can’t repel it. As for the servant’s actions, he has a choice. He has the choice to obey or sin which is the choice of ability not the choice of Sharia. A choice of ability; it’s by choice, meaning: he chooses to do good, and he chooses to do evil; A choice in terms of his ability, the creature. Allah gave him ability, knowledge, and understanding to distinguish things. So, he does things according to his own will, he’s not forced by Allah. For he is the one who sins, obeys, prays, gives charity, and makes Jihad. Similarly what’s contrary to that, he neglects Salah (prayers), denies Zakah (mandatory charity) or stops giving it, And so on. This is by choice. He is predestined in regards to Allah’s actions, (and) he has a choice in regards to his own actions.
