Allah never destroys a population in which people promote virtue and prevent vice. He destroys populations that don’t observe the promotion of virtue and prevention of vice; "And your Lord would not have destroyed the cities unjustly while their people were reformers." (11-117) He said reformers not righteous. Righteousness is not enough. The righteous have to be reformers too. "And your Lord would not have destroyed the cities unjustly while their people were reformers” (11-117). "But those who hold fast to the Book [i.e., the Qur’an] and establish prayer - indeed, We will not allow to be lost the reward of the reformers" (7:170) Reformers are promised a great reward. The Prophet, peace be upon him, said, “Blessed are the strangers. He was asked, “Who are the strangers?” He replied, “those who correct what people have corrupted.” There are actually two narrations: "those who are righteous when people have become corrupt” and “those who correct what people have corrupted.” So, it is not enough for people to be righteous. Yes, a righteous person will be saved in the hereafter but if they don’t engage in reforming others, they won’t be safe in this life. If a punishment is to be afflicted upon a nation, it will befall them among others. However, they will be resurrected on the Day of Judgment according to their intentions. But in this life punishment befalls the non-reforming righteous.
